The TXMP program is divided into two parts -- the TXMVP-1 and the TXMVP-2:

Applicants for funding under the TXMVP-1 were restricted to Texas school districts (including County Departments of Education) and Home-Rule and Open-Enrollment Charter Schools not currently receiving either a Texas Support for Homeless Education Program (TEXSHEP) subgrant or the Texas Homeless Education American Recovery and Reinvestment Act (TXHEARRA) subgrant.

Applicants for funding under the TXMVP-2 were restricted to Texas school districts currently receiving McKinney-Vento funds through a Texas Homeless Education Recovery and Reinvestment Act America (TXHEARRA) subgrant. Districts currently receiving funds under the Texas Support for Homeless Education Program (TEXSHEP) were not eligible.

The Texas Mckinney-Vento Program (TXMVP) is a competitive subgrant program administered by the Region 10 Education Service Center; the submission deadline for this application was 4:30 p.m. (CDT) on Thursday, December 9, 2010. Applications were scored and evaluated on a competitive basis. All TXMVP-eligible applicants must have identified at least 150 students in homeless situations according to the McKinney-Vento Act definition of homelessness as reported on the applicant’s 2008-09 PR6400 Compliance Reporting submission to TEA. Eligible LEAs received a letter inviting them to apply for funding.
