The Texas Homeless Education American Recovery and Reinvestment Act (TXHEARRA) Application is the application selected school districts will use to apply for stimulus funds offered by the US Department of Education to serve students in homeless situations. The submission deadline for this application is 4:30 p.m. (CDT) on Thursday, June 18, 2009.
The TXHEARRA program is a formula-based subgrant program, thus applications will not be scored or evaluated on a competitive basis. Only LEAs, including charter schools, that have received an ARRA MV planning amount are eligible to apply for this subgrant.
Each applicant received a maximum sum for which it may apply. Staff from the Texas Homeless Education Office (THEO) will be available to assist applicants in completing their applications if desired. Contact information for THEO staff is available at http://www.utdanacenter.org/theo/about.php.
The application is divided into three parts:
Part I includes the actual application that will be submitted to Region 10. It is possible for an applicant to complete the application following only the instructions on the schedules. However, applicants are urged to read through the entire application so that they understand all the requirements, provisions, and assurances that are part of the contractual agreement for receipt of funds as required by the McKinney-Vento Act.
Part II includes important information about the application, such as critical dates, uses of funds, how to submit the application, etc.
Part III includes an application submission requirements checklist along with complete instructions for preparing the application.
Most TXHEARRA application documents are available in both PDF and Word formats. Click on the documents below to open them. You may save them to your computer's hard drive for printing out. You may fill out the Word version documents directly on your computer after saving them to your hard drive. All parts of the application must be downloaded.
All applicants are responsible for regularly checking the THEO website for updates to the following two links; Region 10 is not responsible if applicants fail to address changes noted in the RFA Errata section or the Q & A section of the website:
