Request for Application for the TEXSHEP funding cycle beginning with the 2012–2013 school year

The Region 10 Education Service Center (Region 10) is seeking proposals for the Texas Support for Homeless Education Program (TEXSHEP) from eligible applicants. Details regarding eligible applicants may be found on page 3 of the Request for Application (RFA). Entities eligible to apply include the following:

  • School Districts, including County Departments of Education

  • Regional Education Service Centers

  • Charter Schools (Home-rule and open-enrollment charter schools are eligible to apply. Campus or district-contracted charter schools must apply through their district along with the rest of the school district.)

  • Shared Service Arrangements (SSA) between eligible applicants listed above.

The RFA for the three-year funding cycle of the TEXSHEP, effective September 1, 2012, through August 31, 2015, may be found below. The submission deadline for this application is 4:00 p.m. (CST) on Thursday, December 8, 2011.

The initial application for Year 1 is competitive.

There are two steps to submitting the RFA:

1) The application has to be submitted electronically.

2) The separate, required, signature page(s) has/have to be submitted. Instructions for submission of the signature(s) is/are found on page 9 of the RFA instructions.

  • Applications will be submitted electronically to a secure server at Region 10 ESC. In order to be considered for funding, an original copy must be uploaded to the Region 10 ESC secure server by 4:00 pm on December 8, 2011. Applications can only be submitted by uploading them to the secure server at Region 10 ESC.

  • Every applicant will need a userid and password to submit their application. In order to be able to submit an RFA, the applicant must set up an account (obtain a userid and password) by 5:00 pm on Monday, November 28, 2011. To set up an account and obtain instructions on uploading the application to the secure server, consult page 9 of the RFA instructions. The only applications that will be considered eligible for funding will be those that are uploaded as electronic documents to the secure server.

  • Applications sent via any other delivery system, such as FEDEX or FAX, will NOT be eligible for funding. The time/date stamp on the electronic file from the Region 10 ESC server will establish the time and date of receipt. Region 10 ESC will rely solely on the time/date stamp on the uploaded document at the server in order to establish the time and date of receipt.

  • In order to be eligible for funding, all signatures must be received at Region 10 ESC by the application due date, December 8, 2011, at 4:00 pm. Applicants are responsible for ensuring the application and signature pages are complete (i.e., contains required pages, etc.) and in proper order.

All parts of the application must be downloaded.

Region 10 is not responsible if applicants fail to address changes noted in the RFA Errata section or the Q & A section of the website. Determining Maximum Funding Amounts for an Application

The maximum funding amount for which an applicant may apply is determined by whether or not an applicant is:

        1. a single LEA; or
        2. a multiple LEA (SSA).

The funding charts linked below contain the 2010-2011 homeless student information reported to TEA by every Texas LEA in August of 2011.

THEO has tried to be has comprehensive as possible in including every eligible TEXAS LEA in this list. It is possible there is an LEA that has not been included in this table. If there is an eligible LEA that wants to apply but is not on this list, contact Barbara James, THEO Director, at babawawa@austin.utexas.edu.

An LEA can apply for any amount up to and including the maximum amount. There is an overall cap at $225,000--no TEXSHEP subgrant can exceed $225,000.

1. Determining funding for a single LEA applicant

The maximum amount that an individual LEA can apply for is provided in column E, "TEXSHEP Maximum Eligible Amount (Total Homeless X $100 Up to $225,000)".

2. Determining funding for a multiple LEA (SSA) applicant

The maximum funding amount for a multiple LEA (SSA) applicant is determined by following the instructions and completing the worksheet that is included in the multiple LEA (SSA) funding chart. The maximum amount that a multiple LEA (SSA) applicant can apply for will appear in column E. SSA applicants must submit this completed spreadsheet with their completed RFA.
