Clarifications and corrections to the RFA for the 2009-2012 Texas Support for Homeless Education Program (TEXSHEP)

Correction 1 (posted at 4:00 p.m., October 29, 2008)

On page I-20 of the grant RFA, under 6., the fifth bullet states:

  • Activities are listed for accomplishing each objective, along with the time frame and measurable outcomes for each

It is now changed to state:

Correction 2 (posted at 4:00 p.m., October 29, 2008)

On page I-59, the first paragraph states:

Line 1. In order to calculate the eligible amount, the applicant will need to provide the total student enrollment as of October 2008, available from ASKTed on the TEA website. Applicants with multiple LEAs will add together the total enrollments for each participating LEA. It is necessary to use the enrollment figures posted on ASKTed on the TEA website.

It is now changed to state:

Line 1. In order to calculate the eligible amount, the applicant will need to provide the total student enrollment for 2007-2008 as reported in the District Profile on the Academic Excellence Indicator System (AEIS) Report for 2007-2008. The AEIS reports will be posted on the TEA website in late November 2008 and available at: http://www.tea.state.tx.us/perfreport/aeis/2008/index.html.

On page I-23, item number 2 states:

2. When formulating the budget, remember that all costs must be reasonable and necessary for the operation of the project. Clear, concise, relevant descriptions of all budgeted items will help Region 10 Education Service Center to review the application in a timely manner.

It is now changed to state:

On page I-32, item number 1. a. states:

1. Describe Needs Identification Process a. Describe the process the applicant used to identify educational challenges that inhibit the enrollment, attendance, and success of homeless students in the district(s) that will be served by this grant and describe the needs engendered by those challenges.

It is now changed to state:

On page I-35, the following paragraph that states:

Using one schedule per need, in box 1 list each prioritized need selected on Schedule #6C to be addressed through this grant. The objectives, anticipated measurable results (outcomes), activities, timeframes, and measurable criteria that accompany each need will also be listed on this page. Some needs may require more than one page if several activities will be carried out to help meet the need. Keep in mind that funding must supplement district service provision to students in homeless situations rather than supplant those services already provided as required of all districts by McKinney-Vento legislation.

It is now changed to state:

Quantifying the level of need will serve as a baseline for progress made and achievement of measurable outcomes. The objectives, anticipated measurable results (outcomes), activities, timeframes, and measurable criteria that accompany each need will also be listed on this page. Some needs may require more than one page if several activities will be carried out to help meet the need. Keep in mind that funding must supplement district service provision to students in homeless situations rather than supplant those services already provided as required of all districts by McKinney-Vento legislation.

On pages I-35 and I-36, the following list under item number 1 that states:

Objectives should be:

  • formulated so that when met, they alleviate or mitigate the identified need
  • specific enough in detail that they can be measured at various points in the timeline for incremental success (benchmarks)
  • action-oriented so that success might be more easily measured
  • written to identify a baseline or starting point
  • realistic, in that it is reasonably possible to accomplish the objective, given the resources, expertise, capacity, funding, and time frames available to the LEA
  • written in a way to answer the questions: “What does a successful result look like? How will the applicant know if the need has been met?"

It is now changed to state:

On page I-25, item number 11 states:

11. Amendments: When amending the application, submit 5 sets of the amendment with at least one original signature on Schedule #1––General Information. An amendment should be submitted only after a NOGA has been received by the subgrantee.

It is now changed to state:

Correction 8 (posted at 9:00 a.m., November 13, 2008)

Schedule #7C: Professional and Contracted Services 6200 and the related instructions must be changed in the following ways:

On Schedule #7C:  Professional and Contracted Services 6200, please strike through the second paragraph on line 02, which reads as follows:

If the applicant is requesting to contract with an organization a) to provide all or part of the direct services to students/families or b) to manage the project, provide the name(s) of the contracted organization(s) and attach a budget by cost category and line item to this schedule.

Applicants must complete Schedule #7C.1:  Contractor Information for all contractors; this schedule will provide sufficient information.

In the instructions on page I-66 pertaining to Schedule #7C: Professional and Contracted Services 6200, Line 02, strike through the parenthetical section of the second sentence in the second paragraph, which reads as follows:

(except for contracted student/family services or management services as described below)

On page I-68 of the instructions, strike the entire paragraph under Contracted Student/Family Services or Management Services.  This paragraph does not apply to TEXSHEP.

 

Correction 9 (posted at 12:15 p.m., November 17, 2008)

On page I-46, regarding the General Instructions for Schedule #6G--Title I Services forChildren and Youth in Homeless Situations, following the USDE guidance item M-4 it states:

Examples of activities that may be provided through Title I, Part A, funds:

  • Pay for all or part of the Homeless Liaison’s salary to provided enhanced services to children and youth experiencing homelessness ....

It is now changed to state:

Examples of activities that may be provided through Title I, Part A, funds:

  • Pay for part of the Homeless Liaison’s salary to provided enhanced services to children and youth experiencing homelessness ...

On Schedule #7B: Payroll Costs 6100, the following note explains this more directly:

From the NCLB News From TEA, February 19, 2008:
Title I, Part A may pay for the homeless liaison’s salary, but the liaison must also perform additional Title I responsibilities other than arranging for Title I service to homeless students. Otherwise, there is a supplant issue since the liaison is required under McKinney-Vento, not Title I. If the liaison has no other federal program responsibilities other than services to homeless students, the LEA must pay the liaison out of McKinney-Vento, state, or local funds.

On page I-38, the first box in the example states:

It is now changed to state:

1. Prioritized Need (Quantifiable Baseline): Identify and immediately enroll more students in homeless situations. Currently, more than 50% of homeless students are not able to enroll in two days.
