Jenna Cullinane

Research Scientist

Jenna Cullinane serves as a research scientist for higher education policy initiatives at the Dana Center. She works primarily on the community college mathematics pathways project and the South Texas College On Ramps to College project. These projects aim to increase successful student transitions to college through curricular redesign, enhanced student support services, state and institutional policy change, and continuous institutional improvement.

Jenna’s recent research topics include developmental education, scaling educational innovations, community college finance, international higher education, economic returns to education, STEM (science, technology, engineering, and mathematics) education, and improving the success of underserved student populations in higher education.

Previously, Jenna was special assistant to the president at the Institute for Higher Education Policy, a nonprofit organization dedicated to improving access and equity in higher education.

Jenna received a B.A. in legal studies and education from The University of California–Berkeley and an M.A. in public affairs from the Lyndon B. Johnson School of Public Affairs at The University of Texas at Austin. She is currently pursuing a Ph.D. in public policy from the LBJ School. Jenna is the recipient of the J.J. Pickle Fellowship from the LBJ School and the Crook Fellowship from the Robert S. Strauss Center for International Security and Law.
